of Customs passes of employees no longer working with the CHA/Importer/Exporter
– reg.
All Custom House Agents are hereby informed that the date of written
examination under Regulation ‘8’ of the Custom House
Agent Licensing Regulation, 2004 (hereinafter referred as CHALR-2004)
has been fixed on 14.6.2004 from 10.00 a.m. to 1.00 p.m. at New
Custom House, Ballard Estate, Mumbai – 400 038.
I. (A) The following persons nominated by the Custom
House Agents (CHA) are eligible to appear for the Regulation ‘8’
Examination CHALR-2004 – (As per erstwhile CHALR-1984). The
Custom House Agent holding Temporary License under Regulation –
8 and Regular Licence under Regulation 10, who have not exhausted
their ‘3’ (Three) attempts, as per the CHALR-84.
(B)The following persons nominated by the CHA are
also eligible to appear for the Regulation ‘8’ Examination
– (As per CHALR-2004)
(a) Graduates from a recognized university and who
possess a professional degree viz. C.A./MBA/LLB/Diploma in Customs
Clearance work from any Institute or University recognized by the
Government with a working knowledge of computers and customs procedures,
or is a graduate having at least three years experience in transacting
Custom House Agent work as a G-Card holder, or is a retired Group
‘A’ officer from the Indian Customs and Central Excise
Service (IC&CES) having a minimum of ten years experience in
Group ‘A’.
(b) The applicant should be a citizen of India.
II- The holders of a licence under Regulation 9 may
authorize any one or more of their employees or partners or directors
to appear for the examination referred to in sub-regulation (1)
of Regulation 8 of the CHALR-2004 on behalf of such holders of licence,
in addition to the person of their agency who has passed the Regulation
‘9’ examination.
III- The maximum marks for both the written and oral test would
be 100 and the minimum passing marks would be 50 in each test and
the candidates are required to pass separately in the written and
oral test. Only those candidates who qualify in the written test
would be called for the oral test. A candidate who clears the written
examination but fails in the oral examination linked to it, shall
have to clear the oral examination within two years of the related
written examination irrespective of the number of chances, and if
he fails to do so, he shall be treated as having failed in the examination.
II- A candidate (Appearing as per CHALR-2004) shall be allowed a
maximum period of seven years within which he shall pass both the
written and oral examiniations. No further extension of time shall
be granted.
III- Further, a fee of Rs.500/- (Rs.Five hundred only) is required
to be paid per candidate intending to appear in the aforesaid examination.
Challans for this purpose may be obtained from the Personnel &
Establishment Deptt. (CHA), 3rd floor of New Custom House, Mumbai
from 01-06-2004 to 02-06-2004 during the Office Hours.
IV- Information regarding Roll Nos and seating arrangements would
be displayed on the notice board of THE PERSONNEL & ESTABLISHMENT
DEPTT (CHA), NEW CUSTOM HOUSE, MUMBAI – 400 001 on 28.5.2004.
The application should be furnished in the prescribed format given
at Annexure –I to this notice for each candidate separately
alongwith the photocopy of his Custom Pass duly attested by the
Licencee himself as well as attested copy of EDUCATIONAL QUALIFICATION.
V- The applications should reach this office latest by 25-05-2004.
The application received thereafter will not be entertained under
any circumstances.

ANNEXURE – 1
1. Candidates who intend to appear for the examination
on 14.6.2004 at 10.00 a.m. should be present at the Examination
Hall atleast half an hour before the scheduled time.
2. Candidate who intend to appear for the said examination should
bring Temporary/Regular CHA Licence and Custom Pass with them.
3. No books /notes or other papers of any kind shall be allowed
to be taken inside the examination hall. Any attempts to indulge
in malpractices during the examination shall automatically disqualify
the candidates and Temporary/Regular licence would be cancelled.
4. Candidates found taking recourse to any unfair means in the examination
hall shall rendered themselves liable for expulsion at the direction
of the invigilator. No candidate shall intentionally or unintentionally
extend or receive from any other candidate, any unfair assistance
in the examination hall.
5. The examination will be of 3 hours duration and the timings will
be from 10.00 a.m. to 1.00 p.m.
