FACILITY NOTICE NO. 07

Sub: Filing of IGM through Floppy in ICES-IMPORT at CFS, Mulund, Mumbai.

Attention of Importers/CHAs/ Shipping Agents/ Steamer Agents/ Shipping Lines/ Custodians and all others concerned is invited to Public Notice No. 69/2004 dated 03.11.2004 regarding the computerized processing of Bills of Entry under the Indian Customs EDI System-imports (ICES-I) at CFS, Mulund, Mumbai whereby it was informed that the IGMs at CFS, Mulund shall be submitted through the Service Centre at CFS, Mulund (E).

The software has been modified and further upgraded and made compatible to accept IGMs through Floppy submission. The format for filing the IGM through Floppy is enclosed at Annexure ‘A’ to this Notice. All the concerned may specifically note that the successful implementation of such submission of data of Floppies, is largely dependent on accuracy with which the data is entered into the Floppies. If the prescribed field length and other standards are not adhered to, the system would reject the data submitted in Floppies. All concerned are accordingly advised to exercise utmost caution in programming the floppies for such submission to the Service Centre, as accuracy will help in expeditious processing of documents.

Apart from filing of IGMs through floppy through Service Centre, the Shipping Lines would continue to file a hard copy of IGM with the Manifest Clerk to enable processing of Bills of Entry not covered under EDI.

All concerned are requested to avail of filing the IGM thorough Floppy to be made operational from 02.05.2005.

FACILITY NOTICE NO. 08

Sub: Processing of Bills of Entry relating to Project Imports under ICES (Import) at CFS, Mulund-reg.

All the Importers/ Exporters, CHAs and members of the trade are hereby informed that from 2nd May, 2005 onwards all the Bills of Entry pertaining to Tariff Heading 9801 under Project Import regulations 1986 shall be processed under EDI System only. However, registration of the Contract, amendment to Contract and finalization of Contract will continue to be in manual mode.

2. At the time of filing the Bill of Entry in EDI, the importer will indicate the Project Registration Number, at the end of “item description” of the 1st item of the Bill of Entry.

3. The Bond Management System shall also be in EDI System as per Public Notice No. 69/2004 dated 03.11.2004.

All concerned are requested to avail of filing the IGM thorough Floppy to be made operational from 02.05.2005.

Sub: Daily List of Imports/Exports for 2005-2006 – reg.

Attention of the Trade is invited to Notification No. 128/2004-Customs (NT) dtd. 19.11.2004 issued by the Central Board of Excise & Customs prescribing the Publication of Daily List of Import and Export Rules’. Till now the daily list of imports and exports pertaining to CFS (M) was being provided alongwith the data pertaining to New Custom House, Mumbai. It has been now decided to provide the daily list of imports and exports pertaining to CFS (M) separately at CFS (M) itself. The rates for subscribing to the Daily List of Imports and Exports for the year 2005-2006 are as under :

2. The subscription is required to be paid by means of Demand Draft / Pay Order drawn in favour of Commissioner of Customs (G), New Custom House, Mumbai and should be sent to the address of the Dy. Commissioner of Customs, CFS, Mulund, Mumbai – 400 81. Cheque payments will not be accepted.

3. The subscription for the full year will be applicable for the period 01.04.2005 to 31.03.2006. Subscription for half year will be applicable for the period 01.04.2005 to 30.09.2006 or 01.10.2005 to 31.3.2006 as the case may be.

4. The Daily List data for outstation subscribers shall be sent by registered post. Subscription amount once paid will not be refunded under any circumstances. The subscribers are requested to indicate the manner of use of the data i.e. whether it is for their personal use or sale / publication or web-site.

5. The following details will be made available in the Daily List Data :
(a) Daily list of imports –
(i) Port or country of origin of consignment.
(ii) Description of goods.
(iii) Quantity of goods.
(iv) Value of goods.
(v) Names of the steamers.

PUBLIC NOTICE NO. 123 / 2000.

Sub : Import – Procedure regarding noting of B/E’s and assessment thereof for the imported goods at C.F.S. Mulund.

It is notified for information of all Steamer Agents, C.H.A.’s, Importers and all others concerned that all the work relating to the assessment and clearance of imported cargo at C.F.S. Mulund shall be undertaken at the Administrative Building situated at C.F.S. Mulund (E) yard itself w.e.f. 11.12.2000. This is intended to facilitate speedy clearance of cargo possibly within 24 hrs. of the filing of Bill of Entry.

The following revised procedure shall be adopted in respect of S.M.T.P. noting of Bill of Entries and assessment and examination of cargo imported through Gateway Ports to C.F.S. Mulund. The revised procedure shall come into force with effect from 11.12.2000.

i) The Steamer Agents, shall submit their Sub Manifest, Transshipment Permits (S.M.T.P.) to the import clerk at C.F.S. Mulund in place of Import Department in Mumbai Custom House and rest of existing procedure as being followed in this regard shall be followed in. An additional copy of S.M.T.P. shall also be handed over to M/S Concor at the time of handling over transshipment document.

ii) The importers / C.H.A’s shall present their Bill of Entry along with all required documents and an extra copy of Bs.E to the import clerk for verification of all details with S.M.T.P. and Bill of Landing (B.L.) for the purpose of noting. In case of discrepancies if any, the noting clerk shall return the Bill of Entry with objection memo to the C.H.A./ Importer.

iii) After the Bs. E. is duly noted, the extra copy of Bs./E will be duly attested by the Noting Clerk and be forwarded to D.E.O’s for entering the details of the same in the computer. The duly noted Bs.E. will be directly forwarded to the concerned assessing groups for assessment.

iv) In case of any objection in the Bs.E/ documents or for the want of further information necessary for the purpose of assessment the Appraising Officer shall issue one time reasoned query memo duly approved by the A.C / D.C. incharge of the assessing groups. On receipt of the reply, the Bs.E shall be assessed without further loss of time.

v) Duly assessed and completed Bs.E after compare run shall be handed over to the importers / C.H.A’s for payment of duly and same in turn shall be presented to the cashier along with demand draft/ bankers cheque drawn in favor of Commissioner of Customs. The cashier shall compare the amount of duty in B.E’s with D.D./B.C. tendered by the C.H.A.’s and affix duty paid stamp with cash number and sign the amount of duty in full signature with his name. The cashier shall retain original copy and return test of the copies of B.E.’s to the C.H.A’s / importers. Bank of India’s counter has already started functioning on ground floor in administrative Building at C.F.S. Mulund (E) Yard.

vi) For the time being, the assessment of the Bill of Entries shall be undertaken manually pending introduction of E.D.I.

vii) The procedure in respect of examination of the goods shall remain the same as hitherto followed at C.F.S. Mulund.

viii) The B.E.’s pertaining to import of various export related scheme shall be assessed on the basis of transfer advise issued by the different sections in Mumbai Custom Hosue/ Jawahar Custom House as the case may be. In future new cases relating to such imports shall be registered at C.F.S. Mulund.

ix) Ex-bonding of warehoused goods deposited in various Warehouses through C.F.S. Mulund shall be done at C.F.S. Mulund itself.

x) Assessment of Bills of Entry under Single window Clearance & under Fast Track Clearance shall also be done at C.F.S. Mulund only.

All Trade Associations, Chambers of Commerce and Members of RAC are requested to being the contents of the public notice to the knowledge of their constituent members and all others concerned.
