QUOTATION NOTICE

Sealed quotations are invited by Additional Commissioner of Customs, EDI 1st Floor, Old Building, New Customs House, Mumbai-400001 from reputed companies for “Updation and maintenance of website www.mumbaicustoms.gov.in” as per Terms and Conditions enclosed.

1. The bidders while submitting the tender should invariably write on the envelop “Quotation for Maintenance of Web-Site.”
2. The Bidders may submit their bids in the office of the Assistant Commissio0ner of Customs, EDI, New Custom House, Mumbai – 400 001 up to 21.05.2007 till 05.00 PM.
3. Interested bidders may seek any further information or clarification from the Superintendent of Customs (EDI), New Custom House, Mumbai – 400 001 or on Telephone Number 22654297, 22658231 – Extn – 539.
4. The Additional Commissioner of Customs, EDI reserves the right to :
i) choose/accept/reject any or all applications/bids in full including rejection of any request for the issue of tender forms.
ii) Assess the capacity/capability of the applicants, in the overall interest of the department.
iii) Disqualify any bidder on the basis of his unsatisfactory performance at any Customs and/or Central Excise location.
5. The Additional Commissioner acting in an overall best interest of the Department, is not necessarily bound to accept the lowest offer/bid.
6. No Bids will be receipt/considered after scheduled time and date prescribed for receipt of the Bids.
7. The Additional Commissioner of Customs is not responsible for non-receipt/late receipt/loss of the tender documents due to postal delay.
8. The Bids will be opened on 22/05/2007 at 11.30 AM in the office of the Additional Commissioner of Customs, EDI, 1st Floor, Old Building, New Custom House, Mumbai – 400 001.
9. The sites can be freely visited from 11.00 a.m. to 4.00 p.m. on all working days.

TERMS AND CONDITIONS

1. Successful bidder shall be responsible for the comprehensive maintenance and development Customs Web-Site

2. This contract comes into effect from the date of confirmation of order from Customs and the agreement shall remain in force initially for a period of one year from the date of confirmation, as mutually decided.

3. Time and Duration of Service : The service provider will provide services at the Site, New Custom House from 09.00 hrs to 18.00 hrs from Monday to Friday, if exigencies of situation demand the services should be provided even after office hours and on holidays. In order to ensure uninterrupted and prompt services, the selected bidder should deploy at least one Engineer.

4. The agreed contract charges will be paid quarterly on satisfactory rendering of the services under the terms and conditions this contract and the decision/judgment of the Commissioner of Customs (Imports),New Customs House, Mumbai will be final in this respect. The payment for last quarter would, however be made only on satisfactory service rendered during the period. However if the defects, shortcomings noticed during next years`s bid of this tender notice then the same will be done by the Department through other means and cost towards that would be deducted from the last quarter bill to be paid to them.

5. If the services under this contract are not rendered properly/satisfactorily and/or in a time bound manner as may be decided by the Custom Authorities depending on the job to be done, the charges borne by the Customs Department for getting the services rendered by other means will be deductible / recoverable from the bidders to whom this con tract is awarded.

6. In case the selected bidder wishes to discontinue the said AMC at any point of time, after acceptance, a notice to this effect should be given to this office at least three months in advance. The Department is however, at liberty to terminate the contract with immediate effect in case of breach of any of the terms and conditions of the said contract or if the services are not found to be satisfactory.

7. Prices quoted shall be inclusive of all taxes by any government, local authority etc. as applicable to government department. No payment over and above the prices quoted shall be done by the Customs in respect of any such levies brought to the notice at a later date.

8. Charges for any major change in the scope of work should be separately quoted.

9. Within 15 days after the receipt of intimation of award of the Contract from the Principal, the successful vendor shall furnish performance security to the Department, which shall be equal to 10% (Ten Percent) of the value of the contract in the form of bank guarantee bond from a nationalised bank (in the form given in Annexure-B). The bank guarantee shall be in favour of “ President of India (acting through the Commissioner of Customs (IMPORT), New Custom House, lMumbai – 400001) and it shall be the responsibility of the vendor to keep this bank guarantee valid until all the obligations on vendor under this contract are discharged to the mutual consent of department and vendor.

10. Successful bidder shall submit their monthly reports to the Assistant Commissioner / EDI certifying the satisfactory working condition of the equipments.

11. Bidders should submit their company`s profile of handling various web sites hosted/maintained by them.

12. An agreement would be entered upon between the Commissioner of Customs (Imports) and the successful bidder on Non-Judicial paper of Rs. 100/-
